Tricks using low quote, never picks up

We were promised a 2 day pickup windoiw but I had some extra days just in case. However, the car was never picked up. For almost two weeks, Viking kept promising us "within the next 48 hours." I even asked them if I could pay a higher price, over and above the original quote to help them find a driver sooner and they told me that price was not a problem, there were just no trucks on the route.

Ultimately, I had to cancel the order. However, after over a month of repeated requests, they have not refunded the deposit.

We regret that your car was not picked up on a timely manner. It was a difficult route to fill up to the state of Wasshington at the time. Your deposit has been refunded in full.....R.H.
