Hello Bill, I'm sorry to hear of the inconvenience with the shipment. The main thing to understand here is that Montway does not guarantee delivery for any reason. We make this very clear upfront in our order confirmation email and website. You can view it at any time on our website at https://www.montway.com/terms-and-conditions.
We will do our best to meet any restrictions the customer has. BUT, as part of the service agreement, it is the customer's responsibility to secure contacts in the event they are unavailable for any reason. The motor carrier was provided the restrictions at the time of dispatch. And their estimates indicated they could meet said restrictions. But this does not mean it's guaranteed as advised above. Anything can occur while the truck driver is on the road that can change transit times.
